The UN ended its largely ineffectual implementation of the 1994 Lusaka Peace Accord as rebel forces of Savimbi now controlled as much as 70 percent of the country. This control included nearly all of Angola's valuable diamond resources, which greatly helped to provide funding for rebel weapons and supplies.  1

Angola signed the Congo peace agreement, along with Congo, Namibia, Zimbabwe, Rwanda, and Uganda.  2
