Fighting continued between the Popular Movement for the Liberation of Angola (MPLA) and the National Union for the Total Independence of Angola (UNITA). This conflict stemmed from the 1994 victory of MPLA candidate Jose Eduardo dos Santos over UNITA leader Jonas Savimbi in the presidential elections. Although the UN spent some $1.6 billion between 1994 and 1998 in peacekeeping activities, the fighting raged on, claiming approximately 100,000 lives by 1999.  1

Angola agreed with Zimbabwe and Namibia to send thousands of troops into the Democratic Republic of the Congo (formerly Zaire) in support of Congo president Laurent Kabila's regime.  2
