A strike was called by 20,000 railway workers around Iai city, and subsequently by those in Timioara. They demanded improved salaries and stricter employment laws.  1

The Romanian Supreme Court convicted Col.-Gen. Iulian Vlad, the former head of the secret police under the Ceauescu regime, on charges of taking dissidents into custody illegally. Four other officers received prison sentences.  2

The government introduced the second stage of its price liberalization program, which took away governmental subsidies, and the cost of foodstuffs doubled overnight.  3

Severe floods in the Bacu region north of Bucharest caused a dam to burst and swept away 17 villages, killing 70 people and leaving 43 missing.  4

President Ion Iliescu signed a law privatizing all state enterprises except utilities.  5
 
Sept. 26
 
Prime Minister Petre Roman resigned amid demonstrations and violent riots in Bucharest by thousands of striking miners. Former finance minister Theodor Stolojan was asked by the president to form a new broad-based coalition government.  6
 
Nov. 21
 
Parliament endorsed a new constitution, which guaranteed pluralism, human rights, and a free market economy. A national referendum approved the new constitution on Dec. 8.  7
