1977–80s
 
Talks between Spain and the United Kingdom opened in Madrid in 1977, and restrictions were eased in 1980. Continued talks led to an agreement signed in Brussels in 1984 and the reopening of the border in 1985. In the late 1980s, Gibraltar began to portray itself as a center for offshore investment, in hopes of reviving its economy following a downturn caused by a cut in British troops.  1

The governments of Britain and Spain signed an agreement in which it was stated that NATO would be authorized to use the tiny island of Gibraltar, claimed by Britain, as a point of exchange and organization for economic, communications, and military NATO activities.  2
