Ongoing tension over Gibraltar. Spanish protests against the new constitution promulgated for the base that granted more self-government, followed by restrictions on vehicular traffic and on the free movement of workers to and from the mainland to Gibraltar.  1
 
1965, July 8
 
A new coalition government on Gibraltar proclaimed its desire for free association with Great Britain.  2
 
1966, May–Oct
 
Anglo-Spanish discussions of the Gibraltar situation in London. On Oct. 5 the Spanish government ordered the closing of the customs post at La Linea.  3
 
Dec. 14
 
Spain rejected the British proposal to submit the question of sovereignty over Gibraltar to the International Court of Justice.  4
