Latvia, directly exposed to the German advance to the east, became an object of great concern to Russia. In the negotiations for an Anglo-Russian pact, the Moscow government insisted on a guaranty of the independence of all the Baltic states, but the Latvian government, ever suspicious of the Soviets, accepted the German offer of a mutual nonaggression pact (June 7) (See Aug. 23).  2
