Russia, Germany, and France protested to Japan and forced some adjustment to the terms of the Sino-Japanese treaty (See Nov).  2

Armenian massacres in Constantinople followed a large Armenian demonstration. Massacres continued throughout Anatolia, and European powers considered intervention, but no formal action was taken, other than the announcement by the sultan of a program of reform for Armenia.  3
