A military coup led by Col. Azzaly Assoumani on Grande Comore Island resulted from ongoing attempts of the Anjouan islanders to secede from Comoros (See 1999, April 30). The anti-Anjouan demonstrators overthrew Pres. Massoundi, and Assoumani assumed full executive, legislative, and military power. OAU sanctions and calls for return to civilian rule followed in Feb. 2000.  1
 
Aug. 31
 
Rwanda and Uganda signed a cease-fire for the civil war in Congo (See 1999, Aug. 31), but conflicts between formerly allied rebel groups led Rwanda and Uganda to war fought mostly on Congolese soil (See 1999, Aug. 31). The conflict persisted until the following year, when on June 19 at the request of the UN the two nations withdrew from the Congo capital of Kisangani and agreed to halt fighting. Rwandan forces had already gained the upper hand and were said to have exited the war with a victory (See Sept. 4).  2
