Fighting broke out in Monrovia, the Liberian capital, despite a peace plan brokered in Aug. 1995. U.S. forces began to evacuate. On April 18 Liberia announced a cease-fire. Nigeria played an active role in peacekeeping.  1

Thirteen candidates competed in peaceful presidential elections. More than 500 international observers were present.  2
