Open conflict erupted for the second time since Dec. 1998 between North and South Korea when two North Korean ships were sunk and another disabled after trespassing in South Korean waters.  1

In exchange for food and economic aid, North Korea agreed to allow U.S. inspections teams into Kumchangri, which was suspected of being a nuclear development site. In addition, North Korea agreed to suspend long-range missile testing.  2
