Approximately 2.3 million people died in North Korea due to massive famine in the previous three years; international aid agencies warned that North Korea's system for national food distribution had virtually shut down. Only 10 percent of North Korea's rice fields were cultivated in 1998.  1

North Korea launched an experimental missile over Japan, later claiming that it was simply a scientific satellite. Following the launch international concern was expressed about possible North Korean intentions to reenter the nuclear arms race.  2
