The U.S. announced that it intended to reduce its forces in South Korea. The ROK government opposed this decision, in view of the increasing threat from North Korea, and demanded large quantities of modern military equipment and more intensive training of the South Korean army. Some 20,000 troops were withdrawn.  1
 
Nov. 13
 
In an act of self-immolation, a laborer by the name of Chn T'ae-il protested the exploitation of labor in the name of economic growth. Later in the decade, labor union memberships mushroomed.  2
