The Provincial Assembly of Jammu and Kashmir approved a controversial resolution for autonomy in all government matters except defense, foreign policy, and communications. This proposal was rejected by the Indian cabinet on July 4.  1

A surprising unilateral cease-fire was supported by the anti-India militant group, Hizbul Mujahideen. Pakistan was excluded from peace negotiations, and the cease-fire ended a few weeks later when rebels favoring Pakistan's annexation of Kashmir resumed fighting.  2
