Conferences at Tashkent between the Indian and Pakistani prime ministers, under the auspices of Soviet premier Aleksey Kosygin. They agreed to restore normal relations and withdraw troops to the lines of Aug. 1965, but without a settlement of the Kashmir issue.  1

Mrs. Gandhi's visit to Washington, London (April 1), and Moscow (April 2). She continued the policy of nonalignment and acceptance of economic aid wherever possible. The acute food shortage continued throughout the year.  4
