René Preval became the new president of Haiti, marking the first peaceful shift in democratically elected leadership since Haiti won its independence in 1804.  1
 
1999, Jan. 1
 
Pres. René Preval, who had split from the Lavalas Political Organization in mid-1997, appointed a prime minister and other governmental officials in an attempt to end his deadlock with Parliament over political power. After Jan. 1, there was no Chamber of Deputies and only a partially filled Senate. The government was virtually paralyzed.  2
 
2000, May 21–June 9
 
The Lavalas Family Party swept the Parliamentary elections in Haiti. Many opposition party and international observers, however, deemed the elections fraudulent due to glaring irregularities.  3
 
Nov. 26
 
Former president Jean-Bertrand Aristide was reelected, running on the Lavalas Family Party ticket. There was no serious opposition because the major parties withdrew, saying the election was rigged to favor the ruling Lavalas. In congressional elections, the Lavalas Family Party won all nine contested seats. Again, controversy surrounded the legitimacy of the vote.  4
