A Puerto Rican civilian security guard was accidentally killed on the small offshore island of Vieques, which the U.S. Navy was using for ammunition testing. This incident gave rise to protests, supported by the pro-independence PIP, that escalated into an occupation of the island by campers who aimed to inhibit use of the area by the U.S. military. In May 2000 the year-long protest was ended through forcible removal of the civilians from Vieques.  1
