Relations with the U.S. continued to deteriorate. Noriega sought, with some success, to blame unrest in Panama on the U.S.  1

U.S. president Ronald Reagan announced his intention to remove Noriega from power. After the Noriega-controlled Congress removed Pres. del Valle, the U.S. continued to recognize him as the legitimate leader, froze Panamanian assets in the U.S., stopped payments for use of the canal, and increased the U.S. military presence in the canal zone by 1,300.  2
