| A broad-based alliance of academics, businesspeople, students, and opposition parties held a series of three general strikes, demanding the resignations of del Valle and Noriega, who held the key to power in Panama as head of the NDF. In response, Noriega arrested several military and civilian leaders and declared a state of emergency. The U.S. closed its embassy and suspended aid to Panama. | 2 |
