The regime passed a law officially recognizing 3,642 peasant communities, which exempted them from taxes and allowed them to enter into business contracts.  2

Fearing capital flight due to a collapsing economy, García enacted plans to nationalize the banking system. His measures failed to stabilize the economy, and over the next two years the GDP declined by 20 percent.  3
