In what was known as the “cocaine coup,” military hard-liners under Gen. Luis García Meza Tejada seized power. The new regime escalated corruption and repression to new levels, and maintained close links with the exploding international cocaine trade. By 1981, cocaine was Bolivia's main export.  2
