Stroessner was overthrown in a bloody coup led by Gen. Andrés Rodríguez (who had suspected ties with the drug trade). Rodríguez immediately ended press censorship, legalized political organizations, released many political prisoners, and allowed exiles to return. He also launched neoliberal reforms.  1
