Threats of civil unrest deterred President Menem from changing the Argentine constitution to allow him to run for a third term in 1999. Menem's Peronist Party dramatically lost popularity as unemployment rose to 15 percent and a scandal concerning alleged presidential links with organized crime was uncovered.  1

A two-week-long environmental conference opened in Buenos Aires, attended by delegates from over 160 nations. Aimed at implementing the UN-sponsored Kyoto Protocol of 1997, the conference ended on Nov. 14 with the “Buenos Aires Action Plan,” an agreement between industrialized nations on strategies for carrying out emissions reductions programs and other measures to slow global warming.  2

Peronist candidate José Manuel de la Sota won the governorship of Córdoba, a long-time stronghold of the opposing Radical Civil Union Party.  3
