After granting itself amnesty for human rights violations, the military allowed presidential elections, won by RAÚL ALFONSÍN (b. 1927) of the moderate Radical Party.  1

Hearings were held before the Commission on the Disappearance of Persons (CONADEP). Nine thousand people testified before the commission, which investigated military and right-wing terrorism during the “dirty war.” With the release of the commission report, some 2 million exiles began to return to Argentina.  2
