The General Conference of Latin American Bishops (CELAM) held its second conference at Medellín, Colombia, with Pope Paul VI in attendance. The key issue at the conference was the role the Catholic Church should play in the region's current structural crisis. In the end, the conference blamed neocolonialism and institutional violence for Latin America's problems, and called for a radical redistribution of wealth in underdeveloped areas. Pope Paul VI affirmed the role of the church in liberating the poor from inequitable social, economic, and political structures.  1
