At the behest of the U.S. Southern Command, presidents of Central American countries established the Central American Defense Council (CONDECA), a joint military council designed to aid in defense against Communist aggression from Cuba.  1
 
1964, July 21–26
 
The OAS conference of foreign ministers voted to invoke sanctions against Cuba and called on all members to sever diplomatic and trade relations. Only Mexico and Jamaica refused to do so.  2

1965–70
 
This period of increasing crisis was fueled by a dramatic rate of population increase, widespread unemployment, steadily mounting inflation, and general prevalence of poverty. Politics became polarized, and authoritarian regimes became a major feature of the region. Military dictatorships sought to silence opposition and promote capitalist agendas that disregarded the claims of the dispossessed. Many workers, students, and peasants turned to leftist ideologies to express their dissent. As tolerance for peaceful activism disappeared, urban guerrilla groups emerged, which resorted to the kidnapping of officials and foreign diplomats as a means of struggle.  4

A tricontinental conference of Asian, African, and Latin American Communists founded the Organization for Latin American Solidarity, which held its first meeting at Havana in 1967 (July 31–Aug. 10).  5
 
1967, Feb. 14
 
Fourteen nations of Latin America and the Caribbean signed a treaty prohibiting the manufacture, use, or possession of nuclear weapons on their territory.  6
 
April 12–14
 
A meeting of 19 American chiefs of state at Punta del Este (Uruguay) discussed economic problems and laid plans for a Latin American common market.  7
