The Alliance for Progress to aid Latin American countries was proposed by U.S. president John F. Kennedy.  2

THE ALLIANCE FOR PROGRESS CHARTER was signed by the U.S. and all Latin American governments except Cuba, at Punta del Este (Uruguay). A ten-year program involving $20 billion in public and private investment, it was designed to raise the per capita income of Latin American populations by 2.5 percent annually.  3
