Creation of the Central American Common Market. El Salvador, Guatemala, Honduras, and Nicaragua signed initially, with Costa Rica joining later in 1962. Within the next decade it eliminated interstate tariffs and vastly increased reciprocal trade.  1

In the declaration of San José, foreign ministers condemned the efforts of the Soviet Union and Communist China to spread Communism in the Western Hemisphere. The Cuban delegation walked out of the meeting.  2
