NIKITA KHRUSHCHEV SUCCEEDED MARSHAL BULGANIN AS PREMIER. On March 31 the Supreme Soviet approved all of Khrushchev's political appointments, including those of Anastas I. Mikoyan and Frol R. Kozlov, who were both given the title of first deputy premier.  1
