Relations between Solidarity and the government deteriorated severely when the government used armed police to move protesting occupants away from a Warsaw officers' training academy. On Dec. 12–13 Gen. Jaruzelski declared a state of martial law and established a Military Council for National Salvation. Almost the entire leadership of Solidarity was arrested immediately after the declaration of martial law, and Solidarity went underground.  1
