A treaty signed with the Soviet Union provided for the return to Finland of the Porkkala naval base. The Soviet government also agreed to permit all Finnish nationals, including war prisoners, to leave Russia if they wished. Porkkala was restored to Finland Jan. 26, 1956.  1

Urho Kekkonen became president.  2
 
1957, Nov. 29
 
President Kekkonen ended a 43-day crisis with the appointment of Rainar von Fieandt, chairman of the Bank of Finland, to head a business government.  3
 
1958, Aug. 29
 
A four-week crisis ended with the approval of a new coalition cabinet, led by Social Democrat Karl-August Fagerholm.  4
 
Dec. 4
 
The resignation of five Agrarian Party members of the cabinet touched off a crisis, resulting in the collapse of Premier Fagerholm's coalition Socialist government. On Dec. 10 President Kekkonen, in a broadcast to the people, declared that “the overriding question” for Finnish foreign policy was good relations with the Soviet Union.  5
