Ralph Törngren, the leader of the Swedish People's Party, representing an ethnic minority in Finland, formed a coalition government with the Social Democratic Party and the Agrarian Party. Kekkonen became foreign minister.  1
 
Oct. 14
 
Törngren resigned in the face of a threatened general strike protesting the high cost of living. On Oct. 20 Kekkonen formed a coalition government of Social Democrats and Agrarians.  2
