Martti J. Miettunen, governor of Lapland, was named premier of a new Agrarian Party minority government. He succeeded Vieno Sukselainen, who resigned after being found guilty of administrative irregularities.  1
 
Oct. 30
 
The USSR, in a note to Finland, declared that the threat of aggression by West Germany was grounds for invoking the Soviet-Finnish mutual defense treaty of 1948. Consultations were requested.  2
 
Nov. 23–25
 
A communiqué, issued after a two-day meeting between Kekkonen and Soviet leader Nikita Khrushchev in Novosibirsk, Siberia, declared the Soviet Union's willingness to postpone military talks. On Nov. 26 Kekkonen reported to the Finnish people on his talks with Khrushchev, stating that all political opposition leaders who had earned Moscow's enmity should leave politics.  3
