The 1976 constitution was revised to abolish the Council of the Revolution, exclude the military from politics, reduce presidential power, and extend the private sector's role in the national economy. In 1989, the 1976 constitution was again revised, to remove its Marxist elements.  2

The assembly approved an abortion law despite strong opposition from the Church and the Democratic Social Center. Although the law did not legalize abortion, it waived persecution for abortion in the first 12 weeks of pregnancy under certain circumstances.  3
 
1985, Nov
 
Anibal Cavaco Silva formed a minority Social Democratic Party (PSD) cabinet with independent members. In 1987 the PSD won a majority, and Silva's new government started reform programs that included increased reliance on free market forces in the economy, the revitalization of agriculture, and a new labor law to reduce protection of employees against dismissal. These free market policies encouraged private-sector growth.  4
