Disagreement increased between COMECON members over questions of mutual trade, particularly over the prices and quantity of crude oil deliveries from the Soviet Union. The Soviet Union had steadily increased its oil price and decreased oil supplies to its COMECON partners in the wake of the 1979 oil price increase by the Organization of Petroleum Exporting Countries (OPEC).  1

A Warsaw Pact summit meeting resulted in a proposed nonaggression pact with NATO and arms reduction talks between member states of the two organizations.  2
 
April 28
 
A protocol on abolition of the death penalty to be added to the Convention for Human Rights was opened for signature and was signed by 12 of the 21 members that day.  3
 
Nov. 24
 
The Committee of Ministers of the Council of Europe declared illegal the Turkish Republic of Northern Cyprus and called for Turkey's withdrawal.  4
