The defense and foreign ministers of the WEU agreed that the postwar controls on West German conventional rearmament, as monitored by the WEU's Agency for the Control of Armaments, should be entirely lifted by Jan. 1, 1986.  1

The abolition of customs formalities for EC citizens at the Franco-German border came into effect for the French and Germans and, later, for other EC citizens (Aug. 1). The ultimate aim was to end all routine formalities at the border by 1986, and to rely thereafter on spot checks only.  2
