The Council of the Western European Union unanimously agreed to abolish with immediate effect WEU protocol restrictions on the permitted size of West German warships. The Soviet Union strongly criticized the decision to lift the restrictions.  1

The French government ratified Article 25 of the European Convention for the Protection of Human Rights and Fundamental Freedoms—providing for the right of individual appeal to the European Human Rights Commission—and the Second Protocol, empowering the European Court of Human Rights to give advisory opinions on observance of the convention.  3
