An AGREEMENT TO RESCIND THE PLATT AMENDMENT and thus all formal limitations on Cuban sovereignty was concluded with the U.S. by Mendieta. Somewhat later (Aug. 24) the U.S. and Cuba signed a reciprocal trade agreement favorable to the latter.  3
