The Seventh Congress of the Third International ordered Communists all over the world to form Popular Fronts with other “anti-Fascists.” However, the ultimate goals remained unchanged; the “historical mission” of the “working class at the head of all working people” was to unite “in a million-strong revolutionary army, led by the Communist International.”  4
