In hopes of setting the stage for liberation, railway workers went on strike.  2
The Belgian, Dutch, and Luxembourgeois governments in exile agreed upon the formation of Benelux after liberation.  3
 
Nov. 3
 
Though Antwerp (Belgium) was reopened to shipping, the Allies were unable to liberate the heart of the Netherlands until the spring of 1945, leaving many Dutch to suffer starvation over the winter. (See The Kingdom of the Netherlands)  4
