John Moffat, missionary and agent for Rhodes, concluded a treaty with Lobengula, king of the Ndebele, which offered the Ndebele British protection. In a further amendment to this treaty, the Rudd Concession, Lobengula ceded exclusive mining rights to Rhodes.  10

British proclaimed a protectorate over the Shire River region. In 1891, Harry Johnston was appointed first commissioner of the new British Central Africa Protectorate.  11

The British government granted the British South Africa Company (BSAC), headed by Cecil Rhodes, a charter to develop the territories north of the Zambezi and west of Mozambique. Leander Starr Jameson made treaties on behalf of the BSAC.  12
