Forced by the costs of independent administration (state expenditure rose from 20 million leva in 1880 to 181 million leva in 1911), the government secured a loan from France, the first of many foreign loans that plagued Bulgaria's development.  1
Also, as grain prices began to rise, the government announced plans to return to a tithe in kind for the years 1900 to 1904, replacing the land tax. This gave rise to the agrarian movement.  2
