A new constitution, drawn up by a constituent Cortes (Feb.), was promulgated. It created a constitutional monarchy.  1
 
June 15
 
Marshal Serrano was made regent, and the new regime sought a monarch. Prince Leopold of Hohenzollern-Sigmaringen accepted but then withdrew—his candidacy contributed to the war between France and Germany.  2
