Annexation of Finland by Russia was formally acknowledged by the Finnish Diet in exchange for guarantees that the Finnish could continue to practice their religion and maintain their traditional rights and privileges. The Finnish Estates took an oath of allegiance to the tsar. Finland was governed by an Imperial Senate and a governor-general appointed by the tsar.  1

Sweden made the annexation official by signing a peace treaty transferring Finland from Sweden to Russia.  2
