Sudan president Bashir declared a state of emergency, fighting against Muslim military leader Hassan al-Turabi, head of the powerful National Islamic Front. By Jan. 2000 Bashir had dissolved the entire Sudanese government, replacing it with his own supporters.  1
Arabs from northern Sudan were found to be enslaving southern Dinkas (See 1999).  2

A Somalian parliament met in the neighboring nation of Djibouti and elected Abdulkassim Salat Hassana as Somalia's new president. Although recognized internationally, this first Somalian government in almost ten years was opposed by various Somali warlords, and it was unclear if the new government would be permitted to govern freely.  3
