The U.S. lifted its trade embargo against Vietnam. It had been in place for 19 years because of allegations of MIAs (Missing In Action) from the war.  1

The U.S. signed an agreement with Vietnam to exchange diplomats and to open offices in each other's capitals. On July 11 Pres. Clinton formally reestablished diplomatic ties with Vietnam.  2
