Relations with the Soviet Union and the Communist countries of Eastern Europe developed. A trade protocol (March) provided for a 16 percent increase in trade. Air service between Japan and the Soviet Union was opened in April. An agreement for scientific and technological cooperation was signed on June 22.  1
At the same time, agitation and pressure increased for the return of the Bonin and Ryky Islands.  2

The second visit of Prime Minister Sat to Washington led to the U.S. promise to return the Bonin Islands, which was done in 1968.  3
