Pres. Kim granted amnesty to thousands of prisoners.  2

Angry at international pressure, North Korea announced that it would withdraw from the Nuclear Non-Proliferation Treaty. Tensions continued to mount. North Korea changed its mind (June 12).  3

U.S. president Bill Clinton went to Seoul. He further pressured North Korea to end its nuclear program.  4
 
Nov. 8
 
Pres. Clinton issued another sharp warning on nuclear weapons to North Korea.  5
Per capita GNP in South Korea was roughly $5,000, as compared with roughly $100 in 1963. Like postwar Japan, the ROK was soaring economically.  6
