Following another futile attempt to settle the future of Korea by negotiations with the Soviet Union, the U.S. referred the Korean problem to the UN. The UN supported elections, but when the north prohibited UN access there, the elections were scheduled only for the south. The Soviets in turn proposed the simultaneous withdrawal of U.S. and Soviet occupation forces.  1

The UN General Assembly recognized Korea's claim to independence and laid plans for the establishment of a government and the withdrawal of occupation forces.  2
