U.S. secretary of state John Foster Dulles and Chinese Nationalist president Jiang Jieshi, after conferring in Taibei, issued a communiqué stating that the Nationalists would not attempt to return to the mainland by force. They also indicated that Nationalist forces on the offshore islands might be reduced if Communist aggression ceased (See Sept. 4).  2

The U.S. State Department revealed that Jiang Jieshi had reserved the right to use force in the event of a “large-scale” anti-Communist revolt on the mainland.  3
