Chen Shui-bian, a pro-independence Democratic Progressive Party leader, was elected president of Taiwan. Though armed conflict with China seemed imminent, Chen stabilized the growing threat of violence by softening his revolutionary stance shortly before the election. His rise to power marked the end of five decades of Nationalist Party rule in Taiwan.  1

In a move vigorously supported by Pres. Clinton, the U.S. House of Representatives voted to grant Beijing permanent normal trading relations. This historic agreement reduced Chinese tariffs on many products and gave the U.S. access to some previously restricted Chinese markets.  2
